Only if the store you are at has Wifi. When I transferred my 3DS to my XL the Gamestop I go to doesn't have internet in their store. It wouldn't work at all. So I had to go down to the other side of the mall to Barnes & Noble to get on their free wifi and do the transfer on the out-of-the-box charge.
