Well, yeah. People who just continue to do it don't deserve what I'm talking about. But for someone who's not reoffending, that person should be able to build a life. Right now the repeat offender and the one time offender are treated the same by society.

Well, yeah he deserves to be punished and register as a sex offender but when you punish people the way you disc rube you put people at risk. If the guy is never able to build some kind of life that he is afraid of losing he has no motivation to not reoffend.
