You're right, I have no proof the CPS situation was unsafe. Unfortunately there are far too many cases where children are placed into the CPS system and then abused further.

While I find his attempts at extortion horrible, I feel like there was a system of sloppiness in place that allowed him to be in a position to extort money from the mother. I believe people advised her NOT to contact him and yet she did (which I understand in her grief).

The unfortunately thing is CPS becomes involved more often with the poor. Why? Because poor people are less likely to have the resources that make them seem "eccentric" instead of defective.
