I get why this sounds funny, but in Sims3, they were actually two separate options. One was simply Woohoo, the other was Woohoo/Try for Baby. So no matter how much your Sims woohooed, they would not get pregnant in Sims3. I think that's where the surprise from that character comes from.

I think you may have a point with the victim-blaming/lowering risk thing... it is a very fine line to walk however.
