Its usually indicated by boarding groups.  I usually fly Hawaiian (because of where I live), and they only ever had four groups, until the new “basic economy” when they added a fifth group.

Basic Economy also seems to have a reduction in “carry-on” overall.  You’re either not allowed a “personal item” or you pay for the carry-on item.
