Wherever you heard 1.5 million active subs is also a lie. The closest has come to mentioning numbers was in Q4 around Jan 2015 when they said all three of their mmo had 1 million subs (dragon quest, ff11 and ff14). They did decline to release current numbers in early july.

The reason why they are making a new console is because they want to generate a profit. Giving 10 million buyers a 200 discount defeats the main purpose of releasing a new console.
