Nope! Frank didn’t voice Starscream in the cartoon - he was Soundwave and Megatron. Chris Latta was the voice of Starscream; he was ALSO the voice of Cobra Commander in G.I. Joe, another Hasbro property. If you listen, you can clearly hear it’s the same voice. :)
