Times haven’t shifted in a way that makes it more attainable though-- the Senate alone makes it harder to achieve than the ACA was in 2009-2010. 

A huge part of the issue is that Red states are more homogenous in both their demographics and their interests than Blue states- which makes ideological unity a lot easier.

I mean...given that more than a handful of the Dem pick ups in 2018 had to run against Nancy Pelosi as well as Donald Trump— up to and including pledging not to vote for her for Speaker— why would this be all that surprising (especially given your caveats)?

I mean hell- the Public Option was a part of the ACA up until Joe Lieberman became the marginal vote.

Seriously, I want counter examples of Progressive Caucus members in marginal seats not deep blue ones-- point to those -- the only one I can think of off the top of my head is Katie Porter and she’s from California which makes things a bit…
