Two comments.

I can't imagine that GM would have a problem beating Tesla on cost; the purchasing power GM brings to the table absolutely dwarfs Tesla's. Same with engineering. The only issue I see is that any GM car is a symphony of compromises - design, engineering and manufacturing - while Tesla is much more nimble in that regard.
