Yeah, without the vehicle passing inspection you cant get registration. New cars go 5 years before inspections start then its once every 2 years.

In NSW, Aus we stopped using them as of the start of last year. everything is done automatically via your license plate. One good part of a high rate of plate scanners in patrol cars.
