Yes. The problem is that VLC doesn't include libdvdcss in it's Window's build. You have to acquire it or build it from the source and put it in the appropriate place for VLC & Handbrake to see it. There used to be a page with a prebuilt copy of the library out there but the link I had is no longer active.

Not all DVD's are copy protected. Those that are require the libdvdcss library and if you have VLC installed Handbrake will automaticly detect the version installed with that and use it.

Handbrake will use VLC's decryption libraries if they are installed. The default build of VLC for Windows does not come with them installed. But it's as simple as downloading them and plopping them in the correct directory.
