You lost me at border/visa part. It is Schengen and not EU what allows us to travel freely accross Europe. UK is not a member of this treaty. Norway is not in EU but in Schengen.

I think in Poland unsigned card is treated as invalid, and if you would hand it to cashier it supposed to be cut and police would be called. Obviously - assuming cashier would even care - but in bigger stores they get some reward (about $50) for spotting suspicious card.
