No problem with him deciding how to stop play. Just give him a remote instead of a stopwatch. The remote can then hook to a timer that’s shown in the stadium. Not for changing the way stoppage time accrues, just saying, make it public.

Total tangent, but I’ve always wondered why they just don’t have a stoppage time clock on the field. The ref would have a remote and just push the buttons on it instead of a stopwatch.
