I don't run stop signs or stop lights on my bike. Ever. I don't do it in my car, either. I do see cars rolling through stop signs all the time. It's almost rare to see someone actually stop in Massachusetts. I also see bikes doing it.
The reason the bike doesn't have brakes is because the rear wheel doesn't freewheel. To slow down, you slow your pedaling.
Most bicyclists do pay road taxes, unless they don't also own a car. I know I do.

I bought a 2014 Focus ST with the ST3 package on Black Friday without the moonroof for $23,749. They were really motivated to get cars off the lot. I didn't even talk them down, that's what they offered, right off the bat.
