If you were to compare it to the older FF games new skills were gained when you leveled up. Just because they separated it into two different sections doesn’t mean it’s not part of the leveling system.

IIRC Overwhelm is only available in the Ascension tree, which means he would have to have spent AP to get it. I would consider this leveling up as well, as it’s not one of the default abilities from the start of the game.

The Chimera Ant arc was basically the Frieza saga for Hunter X Hunter. Too long, not enough plot development and the finale was rushed. The only redeeming scene(s) were the King’s final moments.
