I think that money is actually restitution, not a fine. A fine can't be that high on a misdemeanor. But apparently the neighbor had some fancy schmancy plaster on his house that got damaged so the bill is pretty high.
If I had to guess, "telling his side of the story" probably plays a role. Some of these guys feel that they were justified or driven to it and don't want to get painted as some random nut. Or they want the infamy of being in the news for a lot longer or to torment the surviving victims or the relatives of the dead.
