I'd say it's pretty clearly designed to appear like the next evolution of the SR-71, and even the ad copy says "Super Blackbird". They obviously just took the original design and made a fake modernized version of it.

Dust, not smog. There are very few cars there, or even people for that matter. I was there in April and it's a pretty quiet city as far as traffic goes. Also, there are no nearby mountains to trap smog like there are in LA or Mexico City.
