I think the freeway speed limit should be 70, and 75 in rural areas. Here in Texas we have lots of open freeways where that is the case. It sounds like driving in Virginia sucks, but seriously, if you are going 20+ over any speed limit, you probably are driving dangerously for the road conditions.
I actually drive about 5 mph over on freeways, and I only use the left lane to pass. learned it from my dad and the many road trips between Kansas and Texas.
