Nobody. The money is raised through sales from Valve to the community of in-game items or direct donations from the community. Obviously one big sponsor is Valve, but they own the game and put on the tournament and that makes sense.
That was back when Bastions got kicked very frequently and for little reason, I assume. That was a bug and was fixed.
That common API exists. It’s called OpenVR and it’s what Valve uses. It is available for Oculus or any other company to use, but Oculus refuses to support it. SteamVR is hardware agnostic because of it; it doesn’t care what hardware you have.
