Donating ships is easy, but they require a lot of upkeep. Unless your museum group can show they can at least keep the ship painted (to say nothing of more major repairs needed every couple decades), they are going to scrap it, sink it, or sell it instead. Letting it rust away in public sight makes the Navy look bad.
