Thats what happens near the end of console generations sadly. This generation, developers were focused more on making sure the games worked well on consoles and generally made PC come second. Only a few developers really took the time to tweak the games visually for PC. Tomb Raider and Bioshock Infinite come to mind…

Installing it to the HD shouldn't improve graphics. You'd need a texture mod for that like Dragon Age 2 had for PC (1gig+of better textures).
