I didn't mean to imply there was some special trick to it, but simply that if you raise a pit bull to be aggressive, it's going to be aggressive. if you raise it to be sweet, affectionate, and playful, it's going to be a giant mush that loves to be around people and animals.
My view of it is that the school has to have a specific dress policy in place. If there is something in that policy that forbids her from wearing the dress, then fine, keep her from entering. If not, it's not her fault. You set the rules. Let her do her thing, but amend the rules for the future if you don't like it.

Departments have budgets. If they don't spend all of their budget, it makes it look like they could get by with less. No department wants a budget cut, so they make damn sure they spend every last penny. Even if that means spending $20,000 on a useless app.
