No one is getting screwed. You buying used is your choice, Sony is not forcing you to buy this game, hell they aren't even forcing you to buy it at launch. But if you'd like to play online, buy a new copy.

You can not deactivate your account without contacting Sony, so that annoyance is gone. Once the code is activated it's forever availible to download via Account Settings>Download list. So it doesn't affect anyone, so I'm not wrong at all.
