Honestly, go with the pc. Microsoft is having a hard time keeping it’s console exclusiveso from jumping to pc. PC offers everything Xbox can offer you and windows 10 integrates to Xbox related features pretty easily. You will probably get much more versatility out of PC+PS4. Its not TOO much more to build an entry gaming PC that is above XBOX/PS4 graphics. (Bonus if you have an existing windows key + harddrive you can reuse). Picking up a used GPU on craigslist can also save a bunch if you are lucky.

If you want to jump into PC gaming take the time to build your own if your on a budget, a big reason to use the PC is the extra versatility, but that versatility takes performance (obviously in the form of $$)
Definitely go for PC if you’ve already got a PS4. I’ve gamed like this for years now - primarily on PC, but with a PS4 (and prior Sony consoles) for any exclusives I’m missing out. Sure, you’ll miss a few Xbox1 exclusives, but to me it was never a big deal to not play Halo and Gears of War.
