Exactly what happened. Vettel didn’t want to slow down because of Hamilton being close. By not slowing down and rejoining in the way he did he broke the rules.

Well, I guess my opinion isn’t going to be popular... Vettel went off the track. He came back on and veered into the racing line before gaining control, forcing Hamilton to slow down and slide most of the car off the track. He broke the rules and was penalized accordingly. The ruling the stewards gave after the race,
