Yes, but your comment implied that seeing a doctor to get a D&C was a good idea after miscarriage/abortion, and it isn't always. A doctor's visit - even 'just in case' might not be available, affordable, or safe for every woman - like the article says, we don't live in that world.
A D&C isn't mandatory for every miscarriage or abortion - it depends on the gestation, when the pregnancy ended, any signs of infection, tolerance of side-effects, whether products of conception need to be tested, and the woman's own preference.
