One silver bullet for this problem would be a federal law requiring a certain ratio of tenure track positions to postdocs and graduate students for universities to remain eligible for federal research funding. No messing with state laws or the inner rules of private universities. You'd just give them the choice: you

@DRaGZ: It is correct that publications are the hard currency that determines success in academia. But you don't have to have them at the beginning of your PhD program. You'll need them to graduate and then for every step of the ladder after that. But not in the beginning. Poster is fine in the beginning.

@DRaGZ: Don't worry too much, though. The article (or at least the half that I've read so far) is very correct, unfortunately. But the problem starts after the PhD, for the most part, and for those who have their hearts set on staying in academia. While that is a shame/outrage (and bad for the US) it should not keep
