I played this game at PAX East before it came out and was convinced to buy it. I'm actually wearing a shirt I got for playing the game right now oddly enough.

I'm fairly certain that with the non-campaign mode Spartans, their chest/shoulders/helmet are interchangeable. They do sell equipment packs with different configurations, and I bought my girlfriend a Blue Spartan that came with the EVA, ODST, Military Police, and Air Assault permutations.

As Fearing has pointed out here several times....the difference is the ESRB rating, people. Avatars and the gear are not rated, as the games are, so there isn't really any hypocrisy here. It makes sense, and isn't that big a deal when you think about it.
