As far as Competitive mode goes, I’ve never played a game with someone more than 3 points below my own rank.

Well yeah, that’s the entire point of matchmaking rating (MMR), ideally to give you a 50% win/loss ratio. You shouldn’t expect anything higher if you’re being matched with people equally skilled.
