Is this one a co-op game? There's another (a few, probably) top-down zombie games like this, and I always get them confused. There's one that I tried playing with my roommates, but we had to mute the voices because they were horrible. It had unlimited ammo though, so it was more approachable...

Those are games that are trying to look like a cartoon, or the source that they're based on.This is a game trying to look like a movie, or at least use techniques that make the game feel like a movie. If they feel that pushing higher frame rates would go against that purpose, why would they care so much about it?

Movies have been a certain way for a long time. Audiences find it to be the standard. They hesitate to move to things like HFR because it's different than what they've experienced at the movies for decades. Some people like what it did on a technical level, but most people find it a way to charge for more (like 3D).

Most gaming channels that have seen the gameplay mention that there is actual gameplay in the trailer, and the quality is seamless between cutscenes, QTEs and regular gameplay, using the exact same assets and rendering.

AAA Movies (usually action, sci-fi, etc) that are "1080p" on Blu-Ray are usually 2:40 / 1920 x 800

Vita is at around 8 million units. That's not PSP level, but that's still decent, and only slightly less than the original Xbox or Gamecube in the same amount of time. WiiU has more games and a predecessor that sold over 100 million, but Nintendo just couldn't convert them.
