It was in Dragon Magazine #156 along with the Blink Woolly Mammoth, Gello Monster, Paper Dragon, (as you say) Killer Spruce & a few others. I bought it at the time, but only remember the exact issue because I looked it up last time io9 did one of these type of articles.

I remember GM'ing a game of 'Fuzzyquest"(*) at Gencon UK (1989) that involved the characters fighting a Bubble Dragon, finally defeating it with the cleric's holy soap-on-a-rope that introduced enough soap scum to neutralize the dragon's healing bubble cloud in the pond they fought it in.

There totally would've been, but Anakin pre-empted them with his attack on the Jedi Academy. Needless to say, Palpatine was sorely disappointed.
