The highest highway throughput is at 55mph. Higher speeds come at the expense of traffic volumes.
Higher speed differentials between the slowest traffic and the fastest is more dangerous.  Unless you plan on getting rid of big-rigs, lower speeds are safer, as they mean that traffic flows more freely.

Clumps are from drivers going different speeds; a condition that doesn’t happen if they had a speed they could agree on, maybe with a sign at the roadside to limit guessing.

Yeah.. A lot of this is at the feet of employees too. My mom’s company is a major supplier to all three and they have to keep a fleet of cars for each customer now. Turns out it’s cheaper than having to pay for employee cars getting trashed at Big 3 lots. Keying, dumping trash on and worse isn’t uncommon unfortunately.
