This guy was collateral damage for the bomb squad. The bomb squad, and bomb removal guys in the Army neutralize explosives by exploding them.

They didn’t decide to execute him, they decided to neutralize his explosive devices the same way the bomb squad always does...

They didn’t use the bomb to kill the suspect, they used the bomb to disable his bombs safely.
