Russian Here: I like it more than it is in the US (I drive both places). In russia Flashing green means soon will be a yellow and a second later Red. Then after that before cars start moving agaion the red keeps lit and yellow comes on, and usually people start driving off already right before it turns green.

In countries where the drivers are not complete morons they do that. Here in the USA drivers are far far too dim to understand what that is for and will mash the pedal as hard as they can so they can make it through the light just as it turns red at 80mph on that 35mph street.
