We need to address the problem for all people who suffer sexual assault. Which means reforming the criminal justice system - not working around it.
Serious question. If the consensus is that both schools and the police do an inadequate job of handling sexual assault incidents, why not focus on reforming the police (a group who's job is to investigate and enforce laws) as opposed to universities (who's job it is to educate students)?
Just curious - why would a student report to the university before reporting to the police? Does the university even do a rape kit? Aren't rape kits often the primary *physical* evidence needed to prove a rape occurred? And then if the rapist is found guilty by the actual law, wouldn't the college react accordingly…
The position taken in this article makes me profoundly uncomfortable. It promotes the creation of a two tier justice system. The assaulted are supposed to settle for something less than criminal justice as meted out by school officials, the accused are expected to submit without the legal protections of the court…
I feel like, in a college setting especially, the "college kid" stereotype plays a huge, unfortunate role in the way law enforcement handles these cases. The kids he threatened, as far as any account of this story that I've seen says, don't exist. They can't see the police taking this seriously because they're not real.

It seems to me like a fine would be more likely to affect his parents than the kid himself. Jail time and/or an extensive amount of community service seems like a punishment more likely to affect the perpetrator of the crime.
