Now, I'm not arguing Dr. Who IS optimistic. It can be, sometimes. But a lot of the time it's about how the Doctor has to be the one to save humanity from itself. Which...is okay... I guess.

I won't disagree. It's a matter of perspective. For me at this point in this story it's more important to keep the action on the backburner and give us a reason to care about the action, but I also understand how the lack of action can really impact a story.
