Require all engineers in industry to be licensed by the state as professional engineers (PE's). Require all designs to be sealed/certified by said licensed engineers, even if the designs are incorporated into manufactured products.

100% agreed. It is speed differential that is the safety problem. If you artificially go the speed limit on a road where everyone is passing you, YOU are the safety problem.
