Somehow, I think those inclined to ... ignore their pain (and in some cases, the way it is used, even blame the victim) would manage to do so no matter what it was call or how it was referred to.

I agree completely on all points... #4: prisons don’t care about the liability because they have been shown, on way too many occasions, that it is very unlikely that they will ever be held to account.
