Simple, local laws requiring someone to actually be in the drivers seat. Seems pretty simple to me. Someone will have to be in "control" of the car. Even on trains, which run on tracks for crying out loud, have someone in control. Planes on autopilot still have a pilot.

The answer is simple, the people in the car. Why anyone would argue otherwise I don't understand.
