They paid back the *loans*, yes. The Federal Government still owns 25% (+/-) of the company stock; GM could buy it back above market value so the U.S. taxpayers wouldn't lose any more money on the auto bailouts, but they won't. But the Caprice has, like, 5 more letters than SS; everyone knows those emblems weigh a ton, so the shorter name the better. If I remember correctly, every letter saved is a 25 HP boost, so they're really doing it to make it go faster.
This is wonderful, and also pretty accurate, I'd imagine- though you've left out a level or two of bureaucracy.
Whether or not it "improves traffic flow" (would love to see the study on that, by the way), if it's illegal, you shouldn't be doing it.
