Yes that looks like the issue. Whatever it is, it's still happening on my Note 3 and I'm not alone... *shrug*
Nope, it's lower level than the launcher. It's a system-level problem. I first discovered it personally when I tried to use LastPass's "autodetect password field" feature, and then started googling the issue.
Be forewarned that apps like this don't work so well with Samsung phones. There's a problem with TouchWiz + Accessibility services, sadly, which I don't think there's a fix for: Whenever you try and enable a custom Accessibility service on a TouchWiz phone, it also enables TalkBack and disables some other services.
I use GVoice purely for voicemail (forwarded from my main number), because I like the option to have hard copies of my voicemails and easily forward them to my wife etc.
