Moving to the front of the queue on a bicycle is done for the exact same reason as moving to the front on a motorcycle. The same law applies, as do the same safety principles of doing that.
I am following the rules of the road. Maybe you need to learn them.
If it’s heavily traveled by non-cyclists (i.e. parents with kids, walkers, joggers, etc.) it’s actually dangerous for cyclists to be on it for everyone on the path.
They’re doing 3-5mph. I’m doing 22-25mph on the flats. That’s another reason why cyclists may avoid that separated stretch of pavement.

The legality is (to the best of my knowledge) the same as a motorcycle moving to the front of the queue: legal and encouraged. It’s to be seen and acknowledged. It’s the safest thing for us to do.

I’m with you. If I have a separate bicycle path that goes in the direction I’m heading, I’m on it. But that’s a rarity in ‘Murica.
The only time I’m not there is if it’s faster on the street due to a poorly designed/maintained bike path and/or to make turns, so cars see me and I’m not trying to cross in a crosswalk…
While in a bicycle lane you are not required to move at the same speed as traffic. Also, moving to the front of the queue is the safest thing to do as a cyclist, because it forces drivers to acknowledge that you’re there so they don’t hit you.
Bicycle that’s appropriate for the road conditions = slower = more angry drivers
A less traveled road = more stop signs = more angry drivers.
