I did this today to my old 3GS. The procedure outlined above did not work; I get stuck on #2, as the Emergency Call button does not appear. The triple-click on the Home button simply turns Voice Over for me. However, if I ignore that and try to activate the phone (unsuccessfully), I eventually see the Emergency Call…

So this would put those "bump" money transfer apps out of business. On the other hand, you could just walk by someone and "take" their money.
