Actually with everything running a common architecture now that kind of practice is no longer necessary. Games will be built to a high spec for the PC and then scaled back for their respective console versions. Look at how FFXV is being developed for an example of this.
None of the ones you mentioned are Xbox exclusive though, they're all available for the PC.
