Tipping is *supposed to be* an extra thank-you for good, personal service. Not an expectation.

Just pay your service workers a living wage. Hell, my daughter - age 19 - works as a hostess at a nice restaurant in Vancouver. She makes $20/hr and gets a small cut of the tip-out. Yes, Vancouver is exceedingly expensive to live in. But she and her roommate make it work. Decent wages make a difference.
