It's not victim blamey unless you read it that way. People are going to react differently. I actually find it heartening, for maybe one day someone will be in that situation and channel that inner-Jezzy. Do I think they have to? No. Do I think they have any responsiblity to act whatsoever in the incident? No.

I'm guessing there was at least one guy there who was highly displeased by the joke, if not offended. Which is why you have to be careful making those jokes in the professional arena.
