I'd hope the grind is not designed with experience boosts in mind. However, I think it's acceptable to release experience boosts several years after release, granted the vanilla leveling experience was decent in the first place.

If it's just exp boosts on non season characters only, it shouldn't really matter. People initially were terrified of the WoW level 90 boost, but then realized how great it is to not have to grind 90 levels for the 10th time.
