The restitution was $20m. How that relates to the actual loss of the three companies getting that restitution isn’t clear. Maybe they only paid out half of that in actual cash for services, and the rest is interest/other losses. Maybe that’s an agreed upon figure and the actual figure was higher.

They already require all of those places to include/inform customers about the taxes and other “non-ticket” costs during the process. There’s no real reason why they can’t add in the baggage fee structure at that point as well.
