Dude GeForce Experience worked wonders for me. I ran the game for the first time with all the graphics settings turned up and couldn't get the FPS above 30 but after I optimized with GFE (it left everything just about the same) it runs consistently at 60 with no hang ups. I really don't get it but I'm not complaining.

My superclocked 680 handles GTA V surprisingly well after I optimized it with GeForce Experience. Everything’s on very high with everything else turned up and it runs 60 FPS no problem. Is it just that optimized or what, because I really didn't think a 680 would be able to pull it off.

I consistently get about 60 Mbps down from Cox in San Diego. It’s expensive, but no other service provider (which is pretty much only AT&T) can seem to touch their speeds here. I guess I should just be happy Comcast isn’t an option.
