I think prices for steam games are actually lower in Russia, that's why they almost never get the ROW-Editions.

My grandpa in Russia pays 8 Euros per month for 42 Mbit down, 42 Mbit up. Here in Austria, you CAN'T even get 42 Mbit up as a private person. The best thing on the market is 100/10, and you pay about 60 Euros per month for it.
